CSRHA Board of Directors Election Results: Welcome to New and Returning Board Members!

The California State Rural Health Association is pleased to welcome Derrick Gruen, Sheilamarie Racicot, LMFT, and Judith Shaplin to the CSRHA Board of Directors for the 2010 – 2013 term.  All three have extensive experience working in rural communities in the health care setting and we are looking forward to their leadership on the CSRHA Board over the next 3 years.

D. GruenDerrick Gruen, Associate VP, Clinical Services at Adventist health, is brand new to the CSRHA Board and was elected to represent Central California. As Associate Vice President for Adventist Health Central California, Derrick oversees multiple departments including the Rural Health Clinics (RHCs), Rehabilitation Department, Sleep Lab Services, and Industrial Medicine JobCare Clinics. Adventist Health Community Care is a network of 17 RHCs with a service area of 2500 square miles, providing a safety net to the underserved in the Central Valley of California. Originally from Ventura, California, Derrick has received both Bachelors and Masters in Physical Therapy and a second Masters in Leadership and Organizational Studies. He just completed a Doctorate Degree in Physical Therapy. Derrick is very involved in his community through coaching, board membership, and with service on multiple committees and taskforces. Sheilamarie Racicot, LMFT, Director of Prevention Programs, Palomar Family Counseling Services, is returning to the CSRHA Board of Directors for a 3rd term after a year away from board service. During that year, Sheilamarie continued to remain very involved in the association by serving on both CSRHA’s Advocacy Committee and Annual Conference Steering Committee. We are very excited to have her back, representing Southern California once again on the CSRHA Board.S. Racicot

Sheilamarie has worked in the field of Behavioral Healthcare for over 18 years. Much of her career has been spent working cross culturally and within rural settings. She served as the Director of the Human Services Department at Indian Health Council, Inc. for over 10 years. During this period she served 9 rural Indian reservations within San Diego County.  As the Human Services Director she was responsible for clinical programs and the development, oversight and fiscal implementation of various grant funded programs and research projects. Programs included psychiatry, individual and group counseling, domestic violence and sexual assault services, health and prevention outreach programs, clinical prevention services, chemical dependency treatment and traditional healing activities.  In 2006, she served as the Principal Investigator for a research project funded through the National Institute for Health which focused on the Prevention of Underage Drinking by Southwest California Indians. 

Ms. Racicot has also worked in private practice, consulted for agencies in San Diego County and has spoken at both statewide and national conferences. Ms. Racicot currently works for Palomar Family Counseling Services, Inc. as the Director of their North County Prevention Early Intervention Program. Click here to read full bio.

Judith Shaplin, CEO, Mountain Health & Community Services, Inc. is an incumbent board member and has been re-elected to represent Southern California on the CSRHA Board of Directors for her 2nd consecutive term. In her previous term, Judith served as Chair of the CSRHA Advocacy Committee for more than two years. J. Shaplin

Judith has been working with Mountain Health & Community Services (MHCS) since 1985. Under her leadership, services have increased beyond primary care, moving toward comprehensive health care including x-ray, mental health, and health education. 

Believing that the inclusion of community services enhances medical services and benefits the communities MHCS serves, outreach and education have always been a priority to Judith. This has taken the form of community-specific health fairs, prevention classes, newsletters, and messages home through school bulletins.  Holiday dinners for families (in cooperation with local service organizations), complete with toys, candy, games, and Santa Claus are offered in Jacumba and Campo. 

Increasing visibility of rural San Diego County and its many un-addressed issues has been Ms. Shaplin’s trademark.  She has brought warmth, experience, and creativity to the process of bureaucratic advocacy, working tirelessly to ensure a “safety net” of services for isolated communities.  Seldom known to take “no” for an answer, she has spent years at the task of making connections and building relationships that will benefit the Mountain Empire area. 2010 – 2011 Board Officers:

Earl Ferguson, MD, PhD is now serving as the CSRHA President, with Deborah Riordan, MPH serving as Immediate Past-President. During its June meeting, the CSRHA Board elected the following individuals to fill the remaining board officer positions:

President-Elect: Gail Nickerson, Director of Clinic Services, Adventist Health
Treasurer: Jonathon Andrus, CEO, Fairchild Medical Center
Secretary: Allan Katz
