Carmel Angelo |
With over 25 years of health care experience in both the public and private sector, Carmel Angelo is a knowledgeable health care executive and manager. Ms. Angelo started her health care career as a registered nurse in Youngstown, Ohio. Soon after, she moved to southern California where she began a career in nursing management. After thirteen successful years in hospital-based nursing, Ms. Angelo entered into community health and public health nursing. She was the only registered nurse to work in perinatal addiction and drug and alcohol treatment for the McAlister Institute for Training and Education (MITE) in San Diego’s East County.
As a perinatal addiction specialist, Ms. Angelo served on many statewide associations and committees that advocated improving preventive and primary healthcare delivery to pregnant and parenting drug-using women. Ms. Angelo worked to develop the Pregnant Inmates Program in the San Diego County Sheriff Detention facilities, and implemented an education program called, “From Conception to Kindergarten” to teach pregnant women the dangers of alcohol, drug and tobacco use during pregnancy.
Ms. Angelo began her public service in the San Diego County Public Health Department’s Comprehensive Perinatal Services Program and ultimately moved up in the organization to Assistant Medical Services Administrator. While in this position she developed and implemented the Medical and Health Quality Assurance Unit for the County’s Health and Human Services Agency.
Before Ms. Angelo left San Diego County service, she held two key positions within the Health and Human Services Agency. As Assistant Deputy Director in Public Health Services and Director of Emergency Medical Services (EMS) for San Diego County, she worked in the 2003 Firestorm, thus recognizing the need for a streamlined administration to enhance emergency preparedness response systems for the Health and Human Services Agency (HHSA). Ms. Angelo’s efforts in disaster preparedness were realized by the coordinated and tremendously successful response of HHSA EMS and Public Health staff in the 2007 San Diego Firestorm.
Since June of 2007, Ms. Angelo has been the Director of the Health and Human Services Agency for Mendocino County. As Director, she is responsible for just over 700 staff and $105 million in services and programs. Her primary goal is the successful integration of Agency programs to better serve the Mendocino County communities, to sustain much needed services to impoverished and disenfranchised members of society, and to increase future revenues by ongoing integration and financial leveraging of services.
Ms. Angelo has been active in many statewide associations and continues to advocate for improved health care for all. Currently she is active in local efforts to improve access to health care, including mental health and alcohol and drug treatment services.
