Steve Barrow
Executive Director

Steve Barrow has worked for over 30 years in the health and human service arena in California, primarily with a focus on policy development, systems change, and building state and local policy and issue based coalitions and collaboratives. During this time Steve has served as the governmental and legislative director or advocacy/legislative committee Chair for a variety of organizations including: California Common Cause, University of San Diego’s Children’s Advocacy Institute and Center for Public Interest Law, California Coalition for Children’s Safety and Health, California Immunization Coalition, California Children’s Advocates Roundtable, California Adolescent Health, California Dental Health Foundation’s Advisor Committee. He has served on the Board of Directors or Advisory Boards of many of those same groups and for other well recognized policy settings such as California Budget Project, California Consortium for the Prevention of Child Abuse, California Department of Social Services Office of Child Abuse Prevention and others. He has experience with California’s foundation world, having been a senior Policy Officer for Sierra Health Foundation. Recently working out of the Results Strategies & Advocacy Institute (RSAI) consulting organization, he served as one of the founders and Executive Director of the California Premature Infant Health Coalition as well as legislative director and strategic planning consultant to a variety of health focused local and statewide non-profit organizations. Currently Steve serves on the Healthcare Workforce Development Council under the California Workforce Investment Board and OSHPD, and Chair’s the Career Pathways Subcommittee for the state Council. He is the lead advocate on CSRHA’s efforts to support the telehealth model statute implementation and legislation based on the work of the Telehealth Workgroup convened under the Center for Connected Health Policy. Steve is also the lead person in CSRHA’s staffing support of the California Legislature’s Rural Caucus’ health policy hearings and briefings at the state Capitol. Professionally he is known for his work as a governmental affairs and legislation director, strategic planner, facilitator, results based evaluation planner and trainer, grant writer, financial planner and organizational development coach. He is married to Guillermina (Alexis) Esparza, has six children, has been a soccer coach for more than 16 years, and lives in the greater Sacramento area.
