On behalf of the California State Rural Health Association's 2011 Annual Conference Steering Committee, we are very pleased to announce our 2011 Conference Concurrent Session Presentations. We would like to thank all of you who submitted a proposal. The success of our Conference is made possible because of the work you do! This year our Conference will cover a variety of topics- all to meet your informational and educational needs. If you have not already registered, be sure to register now!
1) Operationalizing Telehealth in Rural California
Speakers: Christine Martin, Executive Director, California Telemedicine and eHealth Center and Eric Brown, President, California Telehealth Network (CTN)
Participants will learn about where we are in operationalizing the CTN broadband system, and will learn how to support for for operationalizing telehealth in your clinic, hospital or individual practitioner office. Presenters will also discuss common barriers to the utilization of telehealth and solutions.
2) Vulnerable Populations: Providing Care to Rural California's Children and Elderly Populations
Speakers: Marc Thibault, Kern County Medically Vulnerable Care Coordination Project and Anita Denise Savell, RN, MSN, APHN-BC, DNPc
Marc Thibault will address how early screening, intervention, and coordination is making a measurable difference in Kern County, including rural residents, by helping families and providers to better understand and navigate the overall system of medical care. Participants will learn how to engage community stakeholders and learn how to coordinate diverse intervention services to measurably improve outcomes of complex cases involving infants and children, 0 – 5 years of age, at risk of costly, lifelong medical and developmental issues.
Residential care facilities (RCF) serve a swelling population of frail and
elderly clients who need timely and efficient access to health care providers. Rural dwellers are at greater risk than their urban counterparts for poor health outcomes due to lack of access to health care providers. Anita Denise Savell will explain the steps involved in bringing remote support to a residential care facility for the elderly and will analyze the data involved for an innovative project brought remote medical support to a 34 bed RCF for the elderly.
3) Oral Health Best Practices: Campus-Community Collaborations to Develop Mobile Dental and Meeting the Dental Needs of California’s Children Through Workforce Solutions
Speakers: Jenny Kattlove, The Children's Partnership and Niel Nathason, MA, MPH, University of Southern California, Ostrow School of Dentistry, Community Health
Innovative collaborations have been formed between the University of Southern California School of Dentistry and a number of community organizations in Southern California, having some of the most ethnically diverse, economically disadvantaged, and dentally underserved communities in California. This presentation and discussion will focus on the interactions of community and campus participants to prioritize community needs, design and develop joint programs, create supervised student experiences, evaluate care delivery, implement applied research projects, share budget expenses, disseminate project results and sustain the programs. Examples from USC's programs and activities will be shared that will help attendees plan, develop, and operate similar projects.
Jenny Kattlove will also describe a coalition-based advocacy effort, called the California Children’s Dental Workforce Campaign, to increase access to high-quality dental care for large numbers of children through the creation of a new workforce model. She will outline the activities of the California Children’s Dental Workforce Campaign, including efforts to develop and move a policy proposal through the legislature to create a new dental workforce model. Ms. Kattlove will seek feedback from the audience on how to shape and deploy a new model, especially how a new model can fit into the community clinic structure and other health systems. Finally, she will provide ways for the audience to learn more about and get involved in the Campaign.
4) Ready by 2014: Clinicians Capacity Survey Results and Recommended Actions
Speaker: Charla Parker, Western Clinicians Network
The results of the Ready by 2014: Clinician Capacity Survey will be resented which shows the status of rural health clinics compared to other safety-net providers in California. Participants will then be invited to participate in an interactive planning process utilizing exercises from the Clinic Coaching Workbook currently under development by WCN and UCSF. At the end of the session, participants will be provided with information on how to access an on-line resource guide to help them with their continued readiness activities.
5) Beyond Bailouts and Healthcare Reform: Moving Forward With Capital Financing for Projects
Speakers: Harry S. Jasper, Southern Humboldt Community Healthcare District; Rochelle Spinarski, Rural Health Solutions; Jason Dopoulos, Lancaster Pollard; and, Anthony Taddey Lancaster Pollard
Southern Humboldt Community Health Care District experienced years of financial losses and was on the brink of closure. Today, it is thriving and working towards its vision of becoming the healthiest community possible. Within the context of a case study conducted of Southern Humboldt Community Healthcare District, this presentation reports the transformation of the hospital. The case study findings reflect over two years of the hospital’s focus on performance improvement starting with new leadership and an in-depth strategic planning process. It also includes the impact of Critical Access Hospital (CAH) status, data regarding the hospital’s financial status, and feedback from community members, healthcare providers, EMS and hospital staff.
The session will go over the current financial options for rural hospitals. Presenters will quickly do an overview of the traditional tax-exempt bond option and quickly transition to federal and state sources that many rural hospitals are not aware of. We will talk about the HUD 242 program and USDA program at the federal level and the Cal-Mortgage program at the state level. Board members and the executive staff will leave better educated on ways they can fund their future capital projects.
6) Addressing the Needs, Risks and Challenges of Rural Health Care Providers in EHR Implementation and Achieving Meaningful Use
Speakers: Dorian Seamster, California Health Information Partnership and Services Organization and Larry Ozeran, MD, Clinical Informatics, Inc.
This presentation will provide a comprehensive overview of the challenges, best practices, and assistance available for rural health care providers in the implementation and Meaningful Use of EHRs. Dorian Seamster, will then provide an overview of the specific needs of rural health care providers interested in pursuing EHR incentive payments through Medi-Cal and Medicare programs, and will offer information about how CalHIPSO can assist rural health care providers in implementing EHRs and achieving Meaningful Use.
Dr. Ozeran will also address possible challenges and failures faced during Health Information Technology (HIT) implementation. Failure can actually breed success among individuals who are willing to accept failure early, cut their losses rather than stubbornly "stay the course", assess what occurred, including any incorrect assumptions, make a strong effort to implement lessons learned, and start again. Failing early and inexpensively has led to the success of many entrepreneurs. Sharing information about flight errors has made the skies much safer. It is time to bring a similar culture to health IT, an industry where approximately 70% of initiatives fail in some fashion, and often for completely predictable reasons.
