QUALIFICATIONS: Will include the equivalent to graduation from a four-year college or university with major coursework in healthcare or a closely related field and four years of professional level experience in the health care field, including some experience in quality assurance, utilization review, or similar work.

The ideal candidate will have:

  • Knowledge of principles and practices of quality management, quality assurance and risk management in a managed care setting, and the current trends and issues as they relate to privacy, quality assurance and compliance in mental health, public health and social service systems.
  • Knowledge of budget development and administration as well as business data collection and processing, particularly related to accounting information.
  • Skill in developing methods for effectively measuring compliance as it pertains to quality management goals and in collecting, analyzing, and interpreting narrative and statistical data.

Local Extension Center (LEC) Project Manager

The California Planned Parenthood Education Fund (CPPEF) is seeking to hire a Local Extension Center (LEC) Project Manager to join our team. This is a limited term position. The Project Manager will play an integral role in the LEC Project from implementation through completion and will act as a liaison between providers and CalHIPSO.

Our LEC Project Manager will be responsible for the following:

  • Analyze and demonstrate an understanding of the LEC Project mission;
  • Effectively manage and oversee the technical service and support provided to Priority Primary Care Physicians (PPCP);
  • Effectively manage and coordinate the delivery of quality and timely services by contracted providers;
  • Effectively manage the LEC budget, goals and objectives
  • Effectively oversee day-to-day operations of the LEC Project;
  • Accurately and timely report LEC milestones to LEC Project Director and Planned Parenthood staff within the nine affiliates
  • Communicate well with others, orally and in writing
  • Collaborate well with cross-functional teams regarding the project status and budget.

About CPPEF:
The California Planned Parenthood Education Fund is a non-profit (501)(C)(3) organization serving and representing nine regional independently incorporated Planned Parenthood affiliates located throughout California. CPPEF provides policy analysis, advocacy, technical assistance and legal services to our member agencies, our coalition partners and the general public on issues related to reproductive health, clinic regulations and access to health care. We coordinate statewide projects related to clinic licensure, budget planning, Medi-Cal policy, state health department reporting, safety net provider issues, health information technology, messaging and access to health care services for uninsured individuals.   

Program Summary:
CalHIPSO will work with Local Extension Centers (LECs) to ensure the availability of local technical assistance, guidance, and information on best practices to support safety net providers in Northern and Southern California in the attainment of meaningful use of EHRs. Meaningful use is the central component of the U.S. Congress Stimulus bill (American Recovery and Reinvestment Act) by providing funding for providers to implement Electronic Health Records into their practices and use them to improve the health of their patients. CPPEF has partnered with CalHIPSO as an LEC to coordinate Regional Extension Center services in Planned Parenthood health centers statewide.

Necessary Qualifications:

  • Bachelors Degree with a major in computer science, mathematics, healthcare, public administration, business administration, or related field; and
  • A minimum of 5 years experience performing project management.

Preferred Knowledge and Experience:

  • Significant experience working in electronic health records systems in primary care or clinic settings;
  • Working understanding of Health Information Exchange (HIE) concepts and practice management interfaces to external systems; and
  • Strong understanding of information systems principles and techniques of data gathering and analysis.

Work Hours: Will vary from 20 to 40 hours per week; anticipated average of 129 hours per month.
