Policy Analyst
CA Center for Connected Health

The CA Center for Connected Health ( a project of the Public Health Institute) is looking for an experienced policy analyst to join our work team. 

Policy Associate II: Under the direct supervision of the President & CEO of CCCH, the incumbent is responsible for leadership on policy issues impacting telehealth. S/he will develop and implement strategies and programs to carry out CCCH’s goals with regard to identification and removal of policy barriers to wide-scale telehealth adoption. This includes exploring potential policy areas of focus; developing and implementing policy initiatives in collaboration with other interested parties; providing leadership to and managing initiatives to ensure that they achieve the highest level of performance; and playing a key role in dissemination of the results of policy efforts.

Duties & Responsibilities:

  1. Develop a strategy and work plan that represents the optimal means by which CCCH can have impact on the adoption of telehealth as a means to improve health care access, quality and efficiency
  2. Implement policy workplan. This will include development of an annual advocacy agenda; determination of strategy and targets; identifying and developing relationships with collaborators; creation of appropriate materials and messaging including engaging policy briefs, action alerts, fact sheets, and legislative updates
  3. Review and track relevant legislation and regulatory changes
  4. Establish and build relationships with legislative staff and Administration officials; develop a network of contacts within the legislature and the Administration by communicating regularly and serving as a resource to staff
  5. Assist with coalition building with state and national partners — attend meetings and work in coalition with other state and national organizations toward shared goals
  6. Manage work product and organize workload of research assistant
  7. Keep abreast of key trends and activities in the California health care environment, specifically as they pertain to telehealth
  8. Respond to requests for information, both inside and outside CCCH; represent CCCH at various venues.

Health Policy Analyst
California Center for Rural Policy

The California Center for Rural Policy, based at Humboldt State University, is seeking a Health Policy Analyst to help the Center in its efforts to inform, and influence policy and improve the health of rural people. 

The Center works at all policy levels to strengthen the health and welfare of low-income rural families and individuals by conducting research on rural community issues to help with policies and priorities, providing technical assistance to policymakers and community leaders, and working with other federal and state leaders and organizations.

The analyst will analyze and evaluate data on the rural regions of the state of California, research best practices and effective policies in other similar rural regions of the U.S., author papers and other materials, and develop policy options for policymakers, the press, and community leaders.  This collaborative work includes providing technical assistance in developing and analyzing policy proposals and providing guidance on strategy and building state coalitions.

This is not a state or federal position. This is a Full Time contracted position made possible through grants and contracts administered by the California Center for Rural Policy.

SALARY: $30,000 - $35,00

QUALIFICATIONS:
Candidates should have a relevant degree from an accredited college or university or the equivalent in 3 or more years of health policy analyst experience. Candidates should be eager to work with a team that may include undergraduate and graduate students.  Candidates must have knowledge and experience with the principles, processes, and methods of survey research; quantitative analysis, computing platforms and data processing procedures. Ability to use statistical analysis packages, such as Excel and SPSS, is important. Ideally, the applicant will have significant experience in working with policy makers, advocates and other constituencies to develop policy options and strategies to achieve change. Excellent analytic and communications skills--including writing and public speaking--as well as skills in time management are essential.  Experience working with underserved populations is desired.

CTN Interim Director

On behalf of the University of California Office of the President (UCOP) and the State of California, the California Telehealth Network (CTN) will create a sustainable, statewide, broadband network providing California communities with access to a wide range of telehealth and eHealth services.  The CTN is expected to server over 800 health care providers throughout the state of California and will enable participants to take advantage of federally subsidized, low-cost, high-speed broadband offered by the Federal Communications Commission’s (FCC’s) Rural Health Care Pilot Program (RHCPP).   Additional funding sources are being pursued that would bring the number of CTN sites to 2000.  This position is currently a 1-year employment contract with the opportunity for an extended appointment dependent on funding models.  UC Davis Health System, under the Center for Health & Technology (CHT), is the current fiscal and operational lead agency on this state-wide project.

The Interim Director of the California Teleheath Network (CTN) will be engaged by the University of California (UC) on contract for a period of six months to provide overall executive leadership and management for CTN during which time a new public-private partnership 501(c)(3) non-profit governing entity is being established for CTN.  This position reports to the Chairs of the Interim CTN Advisory Board (Associate Vice President Cathryn Nation and Associate Vice Chancellor Tom Nesbitt).  The incumbant is also accountable to the CTN Interim Advisory Board.  The Interim Executive will be directly responsible for specific work products and deliverables as well as overall organizational management.

This position serves as the Manager of Operations and, with limited supervision, oversees complex operational aspects of this diverse project including finance and administration, contact/vendor relations, database development and technical support, health information exchange integration and implementation, network operations, policy development, and internal and external communications. As a member of the CTN leadership team, the incumbent is responsible for resource (financial and human) management to ensure that tactical operations and strategic planning are well-blended.  The incumbent is also responsible for understanding the strategic priorities of the project and the Office of the President as the work of the CTN ties closely with other institutional initiatives.  The position reports directly to the Director of Operations/Network Design of the CTN for implementation activities and to the CAO of the Center for Health and Technology to ensure synergy with the CHT mission and management of shared resources with the CHT.
