Effective July 1, 2009, the California legislature eliminated Medi-Cal coverage of certain 'optional' benefits, including adult dental, audiology, speech therapy, chiropractic, optometry and optician services, podiatry and psychology services. This presentation provides a critical overview of these legislative changes and other recent developments relating to the Department of Health Care Services interpretation of its obligations under federal law regarding the mandatory Federally-qualified health center and Rural Health Clinic services benefits.
Prospects for Health Reform at the State and National Levels
Lucien Wulsin, Insure the Uninsured Project
Lucien Wulsin is the project director of Insure the Uninsured Project and is working on approaches to expand coverage for uninsured working Californians in counties and regions throughout California.
He is the author of California at the Crossroads: Choices for Health Care Reform, and the Health Care Options Report.
Mr. Wulsin served as chief consultant to the Special Committee on MediCal Oversight of the California Assembly, where he worked closely with Assemblyman Burt Margolin on reforms in health coverage.
Previously Mr. Wulsin worked at the National Health Law Program, as a senior attorney with Greater Boston Legal Services, and as a clinical associate at Harvard Law School,
Mr. Wulsin is a member of the bar in California and Massachusetts, a graduate of the University of Virginia Law School and of Trinity College.

Titled, Concept to Completion: Designing and Financing YourFurture Growth, this seminar is geared towards Chief Executive Officers and Chief Financial Officers of community health facilities and rural hospitals. Panelists will provide valuable information on funding your capital needs along with the most current information concerning the availability of federal stimulus money for health facility.
A number of professionals experienced in designing and financing health facilities, along with representatives of the California Health Facilities Financing Authority and the Cal-Mortgage Loan Guarantee Program, will be seminar panelists. Even if you do not have a current project in mind, this seminar will give you the tools and roadmap to follow when the need arises. The seminar will take place directly following the Roundtable.
