Through grant funds provided by the United States Department of Agriculture (USDA) Rural Community Development Initiative, the California State Rural Health Association (CSRHA) and its partners John Snow, Inc. (JSI), and the Rural Health Design Network (RHDN) have developed a two-year capital campaign training program entitled Transforming the Future Health of Rural Communities through Economic Development. The program is designed to build the capital fundraising capacity of rural health organizations through leadership development and strategic planning.
This capital campaign toolkit is a collection of resources and rural-focused advice compiled by the members of the project team to share knowledge and resources that will promote the financial viability and success of rural healthcare organizations throughout California.
In addition to developing the toolkit, CSRHA partnered with CSU Chico to implement economic impact studies to determine the overall impact and influence of four distinct rural health organizations. The objective of the economic impact studies was to reveal the possible consequences of losing the participating health center, and how that would impact the community's level of population, income, and business revenues. For example, the economic impact study of Mendocino Coast Clinics concluded that if it was to close, the economic cost would continue to increase over time. In 2007 alone the economic cost would have been $8.2 million in revenue to business and organizations, representing a tremendous loss to the community, not only in economic terms, but also in terms of quality of life.
CSRHA and its partner organizations provided seven diverse rural health provider organizations with training and technical assistance surrounding the planning and development of a capital campaign to address the distinct need for rural health organizations to develop comprehensive and effective fundraising and capital campaign strategies to sustain their economic viability:
- Siskiyou Family Healthcare
- Mendocino Coast Clinics
- Mountain Valley Health Centers
- Southern Inyo Healthcare District
- Warner Community Resource Center
- and Glenn Medical Center
The project was designed to build the capacity of these rural health organizations to explore and acquire diverse funding for the purpose of financing community health facilities. The intent of the program was to increase the leadership skills and expertise of board and staff at these facilities to successfully plan for and initiate comprehensive fund development strategies, especially in the area of capital funding. The program’s purpose was also to increase the local health care facilities’ skills and ability to engage the community in the planning and execution of fundraising campaigns.
Overall, the project uncovered that by improving the capacity of rural healthcare organizations to provide health services, the health of underinsured rural residents is improved, insured patients are able to boost the economic viability of their communities by seeking care locally, new opportunities for healthcare employment are generated, and ultimately rural economies that will attract new capital are created.
The toolkit and case studies are now available via the CSRHA website, and CSRHA staff are available to answer any questions you may have. The toolkit is intended to be formatted for a three-ring binder so the tools are easy to remove and other tools can be easily added.
