ADVOCACY UPDATES
Even though there is strong disagreement on how to deal with the federal deficit and healthcare reform, California’s Congressional delegation demonstrated a strong commitment to rural health. One of the most difficult conversations we had with our Congressional members was the extension of the Federal Medical Assistance Percentages (FMAP) enhanced reimbursement rates. The timeline the Governor and Legislature are working under is extremely tight. They need to forge an agreement by the first part of March. If they fail, they will need to go back and cut another $11 billion out of not just health and human services, but also out of higher education, fire and public safety. There is a short time left for rural healthcare providers to work with their representatives to find more palatable alternatives or options to the cuts currently on the table. California HealthCare Foundation
Starting in 2006, the California Networks for Electronic Health Record Adoption (CNEA) initiative has worked to speed adoption and lower the cost of electronic health records (EHRs) in California's community clinics and health centers. In August 2008, seven grantees representing four models of EHR deployment were funded to accelerate the adoption of EHRs in the safety net. In 2010, CHCF began publishing a series of tactically oriented issue briefs that highlight lessons learned since the initiative began. To read these issue briefs, click here.

WORKFORCE UPDATES
The information gained through these regional focus group meetings will help CalWIB, OSHPD and the state Healthcare Workforce Development Council in drafting a grant proposal California will file with the federal government this spring seeking $5 million to use in furthering our healthcare workforce efforts. RURAL PUBLICATIONS, EVENTS & GUEST ARTICLES
As part of the Patient Protection and Affordable Care Act, Congress authorized the Department of Health and Human Services (HHS) to establish – either in conjunction with the states or independently – an insurance program for so-called “high risk” individuals. The program, called the Pre-existing Condition Insurance Plan is now available. For more information, click here.
