Vision: Economically viable rural communities with strong healthcare infrastructures to sustain community health and growth.

Philosophy: By improving the capacity of rural healthcare organizations to provide health services, we improve health of underinsured rural residents, allow insured patients to boost the economic viability of their communities by seeking care locally, generate new opportunities for healthcare employment, and ultimately build rural economies that will attract new capital.

PROJECT OVERVIEW

Through a grant from the USDA for $223,434, CSRHA will implement a project titled Transforming the Future of Rural Health Care Communities through Economic Development. The project is designed to build the capacity of rural health organizations (recipients) to explore and acquire diverse funding for the purpose of financing community health facilities. The program is intended to increase the leadership skills and expertise of both board and staff members to successfully plan for and initiate comprehensive fund development strategies, especially in the area of capital funding. It will also increase their skills and ability to engage their local community in the planning and execution of fundraising campaigns. This program will provide tremendous economic development opportunity to underserved and low income residents in rural California.

The seven rural health facilities identified in this project have inadequate buildings and equipment to provide quality services to rural residents in their communities. Each facility has difficulty generating funding to provide care through the traditional mechanisms. The seven recipients also experience workforce shortages in all categories that leave them understaffed and under-funded. With fewer providers available to their rural residents, these rural facilities serve larger geographic areas and see a greater number of patients than many of their urban counterparts. In addition, a disproportionate number of these rural patients are uninsured or the recipients of public health benefits, including Medi-Cal and Medicaid, which continue to reimburse at a level well below the actual cost of delivering care. According to statistics provided by the Primary and Rural Healthcare Systems Branch of the California Department of Health Services, low-income rural residents are also more likely to experience chronic, debilitating illnesses that require regular medical attention. With declining reimbursement rates, it is increasingly difficult for rural providers to generate revenue.

The total cost of the program is $446,868 half of which CSRHA is providing and half of which is being provided by the USDA through the Rural Community Development Initiative.

The purpose of the Transforming the Future of Rural Health Care Communities through Economic Development program is to build the capacity of rural health organizations (recipients) to explore and acquire diverse funding for the purpose of financing community health facilities. The overall goal of the program is to mobilize the seven identified recipients to develop and initiate capital campaign activities in order to address the unmet need for community health facility projects. CSRHA will combine its staff expertise and fundraising skills with those of two partner organizations, the Rural Health Design Network and John Snow, Inc., who make up the Project Team, to develop and offer a specialized training program to recipients in the following key areas–
  • Understanding the major components of a capital campaign
  • Understanding the leadership role of board and staff during the planning and implementation process of a capital campaign
  • Understanding the importance of the rural community in the planning process
  • Evaluating an organization’s readiness for a capital campaign
  • Financial and other resource analysis
  • Developing a capital campaign fundraising plan and budget
