Background Information on the CSRHA Advocacy Committee

The CSRHA Advocacy Committee has established a formal structure to better represent the issues of concern to its membership. Elections will be held to participate on the Advocacy Committee. Please read below for more information to determine if you are interested in participating.

Purpose: The purpose of the CSRHA Advocacy Committee (AC) is to provide leadership, guidance and recommendations to the CSRHA Board of Directors associated with legislative, administrative and fiscal policy and advocacy. In addition, the AC will develop and recommend positions on legislation and respond to other proposals of federal and state governments to ensure the organization’s values and mission are promoted through the advocacy program.

Authority: The role of the CSRHA Advocacy Committee is advisory to the Board of Directors unless specific authority is otherwise delegated.

Structure: In order to ensure diversity and to ensure a viable and strong organization, there will be a combination of board members and non-board member representation on the Advocacy Committee

  1. The AC membership will have a maximum 15, of which there are a minimum of 5 but no more than 7 CSRHA board member representatives. The AC would strive to achieve broad representation from the full membership through an election process to have between 8-10 members from the membership. Only dues paying member may participation on the AC.

  2. AC membership Selection and Terms
    a) Board members will be selected by the Board of Directors
    b) General members will be selected by the AC
    c) Two year terms of AC members
    d) Terms begin July 1 of each year, staggered over two years
    e) Three unexcused absences, and no more than five total absences in a year will result in removal from AC
    f) AC chair will enforce participation

  3. AC Quorum
    a) A quorum to conduct business will consist of five or more members of the advocacy committee.
    b) In lieu of a quorum of the AC, the board may take action of the matters related to advocacy

  4. Advocacy Committee Chair Selection and Terms
    a) AC Chair will be appointed by the Board President
    b) 1 year term of Chair (available for re-appointment)
    c) Chair should be on the AC for at least one year
    d) AC Chair will be a current board member

  5. Time Commitment and Meetings
    a) There will be a maximum of (4) four in-person meetings of the AC corresponding to regularly scheduled board meetings.
    b) Six (6) meetings will be held by phone, on the last Monday of each month.
