Please describe your background and current activities and work related to the rural health industry:

I worked within the Native American Community within San Diego County for 18 years. The last 10 of those years I served as the Director of Human Services. In my capacity as Director I oversaw all Mental Health, Chemical Dependency and Social Service and Prevention Outreach programs. All 9 of the tribes I served were located in rural San Diego. Meeting the unique needs of a rural population were always at the forefront of my work. During this time I joined the California State Rural Health Association ( CSRHA) and served two terms on CSRHA's Board of Directors. At present I continue to serve CSRHA and the needs of rural through my participation on various committees. At present I sit on the advocacy and the conference committee. The needs of rural populations have always been a strong focus for me.

Please list recent organizational and leadership skills of importance to rural health:

18 years of work on reservations and in the back country allowed me to experience first hand the unique needs of rural populations and how to advocate for them. As a previous board member I bring with me the time and experience spent on the board. I have been allowed to participate in the development of CSRHA and become part of the vision for rural. In addition to my clinical and managerial skills as a mental health professional I bring comprehensive knowledge of cross cultural issues.

Please describe why you want to serve on the Board of Directors and what contribution you see making to the organization:

Advocating for the unique needs of rural California assists the entire state. We are a vastly rural population and what affects rural affects us all. I would like to bring my past experience in rural along with my previous board experience to assist rural with the challenges it faces in the future.

Biography:

Sheilamarie Racicot a licensed Marriage and Family Therapist resides in Poway California with her husband Dr. William P. Racicot.  She has worked in the field of Behavioral Healthcare for over 18 years. Ms. Racicot graduated Summa Cum Laude from California State University Dominguez Hills with a B.A. in Sociology and has her M.A. in Clinical Psychology.

Much of her career has been spent working cross culturally and within rural settings. She served as the Director of the Human Services Department at Indian Health Council, Inc. for over 10 years. During this period she served 9 rural Indian reservations within San Diego County.  As the Human Services Director she was responsible for clinical programs and the development, oversight and fiscal implementation of various grant funded programs and research projects. Programs included psychiatry, individual and group counseling, domestic violence and sexual assault services, health and prevention outreach programs, clinical prevention services, chemical dependency treatment and traditional healing activities.  In 2006, she served as the Principal Investigator for a research project funded through the National Institute for Health which focused on the Prevention of Underage Drinking by Southwest California Indians. 

Ms. Racicot has also worked in private practice, consulted for agencies in San Diego County and has spoken at both statewide and national conferences. Rural has always been at the forefront and over the last 12 years she has served two terms on the Board of Directors for the California State Rural Health Association. As a member of CSRHA she sits on both the advocacy and the conference committee.  Ms. Racicot currently works for Palomar Family Counseling Services, Inc. as the Director of their North County Prevention Early Intervention Program.
